Meaning according to Arthur Edward Waite- Fair young man, one impelled to render service and with whom the Querent will be connected; a studious youth; news, message; application, reflection, meditation; also these things directed to business. Reverse: Taste, inclination, attachment, seduction, deception, artifice.
Notes: The Waite interpretations for this make the Page sound serious and responsible, but he's talking to a fish! I prefer to think this card represents diligent work, but done in a playful way.
